This PR upgrades the
randcrate to0.9.2, updating the APIs properly following some changes:Standard→StandardUniformrust-random/rand#1526)Rng::gentoRng::randomrust-random/rand#1438)The motivation for this PR is to allow updating Stwo to use the 2024 Rust edition going forward.
