Fix more correctly emulate the behaviour of the &FCFF register - only return the contents when the device has been selected.
Working and tested with MODPLAY No save state yet - not quite sure how to allocate magic numbers There's a test ssd at https://github.com/dominicbeesley/1MPaula/blob/master/binaries/paula.ssd
It seems this has been "fixed" for Master / CMOS in the past but that has broken NMOS
