feat(combine): support further spec differences in combine action.

This pull request adds a few features that support more complex spec stitching. Specifically:

• If multiple spec shards share the same base url (api.example.com) but have different paths (api.example.com/service-a vs api.example.com/service-b) this will account for this difference
• If multiple spec shards have conflicting operationIds the action will append service names in order to not conflict
• If set, the action will pass along --prefix-tags-with-info-prop and --prefix-components-with-info-prop to the underlying redocly CLI
