Updated the Elixir and OTP versions: Changed from `1.3.2` to 1`.14.5` and `1.15.7` (latest stable versions) Changed from OTP `18.3` and `19.0` to `24.3` and `25.3` (recent stable versions) Added `dist: focal` to use Ubuntu 20.04 (Focal Fossa) as the build environment. Added `mix local.rebar --force` to ensure Rebar is installed.
