Measure update: SWHC020 Title 24 Update

• Apply 2025 Title 24 updates to SWHC020.
• new measure folder: commercial measures/SWHC020-06 Air Cooled Chiller.
• This pull request includes commits from and supersedes Submission for measure SWHC020 Air-Cooled Screw Chiller, Path A  #78.
