This is to fix an issue where I had a layer named 'NE1' and another named 'NE'. The name of the first scale level for 'NE1' became 'NE11' while the name for the 11th scale level for 'NE' also became 'NE11'.
With this fix, they would become 'NE1_1' and 'NE_11'.
