This commit adds *Read the Docs* documentation as well as configurations to build them.

I've used your project twice and find it useful. I saw you had issue #43 open and I thought I'd try to help out!
This work adds Read the Docs compatible docs. It's a large PR, but the majority of the files are auto-generated. The important files are the
rstfiles and configuration files:.readthedocs.yamlandconf.py.I also added a
docs-buildcommand to make reproducible builds easier.Let me know what you think!
