Release v0.1.3

This release fixes numerous bugs, the most serious of which involves temporary files.

First release of uriutils

This is the first release of uriutils. It provides support for local files, S3, Google Cloud Storage, and HTTP/S.

Documentation is currently sparse but will be updated in a couple of weeks.
