These changes, which we worked on awhile ago, still need to be merged

Any reason that these shouldn't be merged?

@blairlyons I don't remember if we actually got this working, or if we ended up just using the move command in the Cytosim config files. If we want to keep (and I imagine we do, for more complex anchor movements), this will need some cleaning/testing
