Description
This pull request updates the documentation in the _define_qt_base method to clarify the handling of QTextCodec.setCodecForCStrings() for different Qt bindings. The code behavior remains unchanged; only the comment is revised to accurately reflect that the method is a no-op on PySide2/PySide6.
Documentation update:
Clarified that on PySide2/PySide6, QTextCodec.setCodecForCStrings() is patched as a no-op, so the call has no effect.
