ngc-webpack 4.1.2 does not support runCli with the following function
export declare function runCli(webpackConfig: string | webpack.Configuration, args: string[], parsedArgs: ParsedArgs): Promise<ParsedDiagnostics>;

npm run lib:build throw exception according the issue #23

• What is the new behavior (if this is a feature change)?

npm run lib:build is working with current config
