The delay timestamp format is invalid in the current implementation of legacy XEP-0091 (should be
20160930T10:33:21, instead generates2016-09-30T10:33:21Z) so Psi IM doesn't understand such timestamps. As this format conforms to XEP-0203 (which is final) I changed the delay stanza to be compatible with it.
