It doesn't seem like there are any tools that support the Chinese version of Steins;Gate so I OCRed and then manually checked each character to create the charset. I might be the only one using Steins;Gate to study Chinese but an extra charset shouldn't hurt.
I also included a Python script to create and extract the charsets since I wasn't too sure how to go about making the
.binfiles at first. Thought I'd include it just so if there are any people in the future that want to add more charsets, it'll be just a little bit easier.
