Summary
This PR adds a ZZFeatureMap encoder for QDP as a PoC for issue apache#1008. It implements the encoder end‑to‑end (Rust + CUDA + Python tests) and validates the GPU statevector against Qiskit’s ZZFeatureMap for multiple qubit counts, entanglement patterns, and repetition layers.
