This should be called "Deleting GPU Instances".
Deleting and Stopping are two different things in the cloud space. We support deleting but not stopping

Added TGI, TEI, and Delete/stop instance guides. Also fixed some linking in some other guides.
Should be merged after the notebooks are merged in the examples repo
