New badges for GitHub CI and for Hackage.
- document why we require Cabal 3.0 - move `custom-setup` before `flag`s - update `custom-setup` comments - switch `noisy-deprecations` flag to `manual` - add `NoRecursion`, with flag to avoid transitive dependency
- add a missing GHC version - always include Flaky overlay
