- Rearrange the Cabal package template file
- Update Haskell licensing
- Let CI find wider Haskell dependency bounds
Mostly just moves things into an order that makes slightly more sense. It also fixes the `source-repository` and updates some default bounds.
- switches from `AGPL-3.0-or-later` to `AGPL-3.0-only WITH Universal-FOSS-exception-1.0 OR AGPL-3.0-only OR LicenseRef-commercial` - defers duplicating the license files to Project Manager
Also stops disabling the `noisy-deprecations` flag by default.
