Refactor ChatAgentService into modular components #3

- Split ChatAgentService.ts into multiple files in apps/electron/src/services/chat/ - Extracted types to types.ts - Created ChangeManager for handling pending changes - Created HistoryManager for handling conversation history - Created modular tool definitions in tools/ directory - Updated ChatAgentService to use these new components - Updated imports in ipc/chat.ts
