works great !!
- minor optimization in anderson with rotating buffer slicing instead of shift copies - added scal blas routine to backends - move the fourier coeff scaling to dedicated scal calls. Curiously this slightly improves the convergence of the iterative process
- replaced some declarations that were missing the new Tensor typedefs - added gels least squares solver from cuSolver - explicit gels workspace buffer allocation - added fourier coeffs to wake gamma kernel
also added some finite difference step size estimation experiments
