Serialize unknown_tag in MediaPlaylist

MediaPlaylist unknown_tag should be serialized
I suggest to serialize unknown_tag before the serialization of the list of segments

I don't think @vagetman is currently working on it, and me neither. So if you want to take that over and address the concerns about ordering that would be great :)
