Add links to package manager pages for rosdep packages

I could not find any decent single-page package description for RHEL and OpenEmbedded to use. Otherwise I tried to link to a version-specific page if available.

All of the obsolete Ubuntu packages obscure the most important links, which are for Noble and Jammy. I wish we could get rid of all of the ancient Debian and Ubuntu versions.

There are lots of errors in Debian and Fedora about package names, so if a link fails you might check to make sure the package name is correct before you blame this PR.

Most package managers do not show package-specific pages for obsolete versions, so the number of available links is quite limited compared to the number of versions that we show.

Once we have #444 we can take advantage of the rosdistro supported platforms to officially truncate.

There's also what was mentioned in the zulip thread that we could consider retiring older distros to a new/different location.
