Implement Row-Level Security (RLS) features for multi-tenancy, including Prisma extensions, Hono middleware, DI integration, and testing utilities.
This enables secure data access based on tenant, user, and role, as outlined in the RLS feature plan. Each query is transaction-wrapped by default to ensure
SET LOCALstatements are scoped correctly.
