Discrete proposals + MMPP

Added Poisson proposals for discrete-valued model parameters. Re-integrated MMPP clustering algorithm. Added autotools-generated files to repo for easier building and installation.

Public beta release

Initial release for publication. Please download netabc-0.1.tar.gz, not the Source code tarball. The latter does not contain any of the generated build files.
