Requires rightup/pyMC_core#35

This change implements the following necessary to support the Femtofox:

Introduce GPIO chip selection
Introduce GPIO backend selection
Add default Femtofox settings (for SX1262 as LR1121 support may come later)
Add support for Python 3.10 UTC in order to reduce footprint by adding Python 3.11 to a Femtofox


          Add support for the FemtoFox
