This PR Adds support for Decred(DCR)
Decred is a utxo-based chain; consequently the following API's have been implemented as specified.
Address API's (Encoder and Decoder).
UTXO API's (Implementation for Client and TX interfaces).
Gas API's.
A docker container has been setup in the /infra folder and local tests passing.
