Add GH Action to build/test

Using Github actions to automate compiles+tests could be useful for spotting unexpected bugs. However! There is an added need to keep the apt-get install line in compile-build-test.yml up to date with any new dependencies.

Ah. This is a nice idea. FYI, I’ve set up a machine in my office as an auto builder, using jenkins to do nightly builds on a range of distros and compilers. I haven’t look at how GitHub manages this. If you’re curious, all the jerkins stuff is in the regina-normal/aux repository. See packaging/docker for how the docker images are set up, packaging/jenkins for the jenkins scripts that do the builds. The builds go all the way through build, test and packaging (since sometimes errors only appear at the later two stages); for packaging, it pulls in the packaging scripts in packaging/debian, packaging/redhat and packaging/arch. In particular, the current list of build-dependencies for ubuntu can usually be found in the relevant packaging/debian/DISTRO/control file, for the appropriate value of DISTRO. - b.
