Originally the 'XmlDoc2CmdletDoc' target would try to execute the command without the executable/binary file path at the start e.g.:
"-strict [ProjectBinaryFilePath]"
This PR fixes this command to take the correct format:
"[XmlDoc2CmdletDocToolPath] -strict [ProjectBinaryFilePath]"
