To facilitate keeping the documentation in sync with the evolving code, this PR copies the Wiki content from the (inactive) upstream RARS GitHub page into a new
docsfolder in this repository. In-repository documentation has several advantages over a Wiki:I also corrected numerous typos in the original Wiki documentation.
