release-pr.yml now only creates the changelog PR (command: release-pr). New publish.yml runs release command after the release PR is merged, which publishes to crates.io and creates git tags for cargo-dist. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
