You can run RAPIDS workloads on Anaconda Cloud Notebooks by leveraging remote runtimes. This PR adds some quick docs on doing this. RAPIDS libraries are preinstalled, so no install instructions needed.

Thanks for the reviews. Looks like there was a GitHub partial outage when I opened this PR, but it's mostly resolved now and build previews are working again.
