This PR updates the Declarative Networking documentation:
Turtles is installed by Rancher since v2.13 as system chart, bringing a fully compliant CAPI environment for users, so installation of IPAM provider is now easier. Alternative methods are deprecated since no longer relevant.
This already has been backported in 1.8 documentaion.
IPAM API bumped to
v1beta2. Note however that the support is unclear since this was only published in a release candidate. See: Support CAPI v1beta2 kubernetes-sigs/cluster-api-ipam-provider-in-cluster#371
