Adds Chapter 23 (script + docs + tests) for NSO: memo template, KPI governance template, dashboard spec template, red-team checklist, and design.json. Wiring: Makefile target business-ch23 + Sphinx toctree entry. Acceptance: make lint; pytest -q; make business-ch23; make docs.
