Purpose of this PR

This PR corrects outdated information for these following TLDs.

  • .mo
  • .xn--mix891f ("Macao", Chinese, Traditional) : 澳門
  • .xn--mix082f ("Macao", Chinese, Simplified) : 澳门

These corrections are performed based on information from reliable sources which will be listed below.

Please note: i am not affiliated with MONIC, nor SAFP and CTT. I will be sending an email to the registry to get their confirmation after submitting this PR.

Changes proposed:

Registration policy for .mo .xn--mix891f ("Macao", Chinese, Traditional) : 澳門

Reason to modify (for MONIC, non gov domains):

MONIC (Macao Network Information Center) is managing .mo and .xn--mix891f on behalf of Macao Post and Telecommunications Bureau (i.e. CTT, a Government Bereau) and is responsible for providing registration for these suffixes in the .mo and .xn--mix891f TLD.

This can be fact-checked in the procedures of the registration, hosted on MONIC's website, on the IANA Delegation record (.mo only), and on an ICANN report for IDN ccTLD Fast Track String Evaluation Completion (search for xn--mix891f).

Currently, L4139 uses https://www.monic.net.mo, which is no longer working.

I've added the IANA Delegation record link https://www.iana.org/domains/root/db/mo, and modified the old link to https://www.monic.mo/html/guide/monicguide-ui_e.html, which provides procedures for registrating domains with MONIC.

Reason to modify (for SAFP, gov domains):

The Direcção dos Serviços de Administração e Função Pública (i.e. SAFP, or Directorate of Administrative Services and Public Service), is responsible for managing 3 second-level domain names with extensions in the.mo and .xn--mix891f TLD.

This can be fact-checked in the Registo do nome do domínio de Governo (i.e. Government domain name registration), hosted on SAFP's website, and the procedures of the registration, hosted on MONIC's website.

I've added the link to https://www.safp.gov.mo/pt/services/electronics/202407/3e07147a2b15498eab812dd4931e8c68, which provides procedures for registrating gov domains with SAFP.

Reason to modify:

MONIC (Macao Network Information Center) is managing .xn--mix082f on behalf of Macao Post and Telecommunications Bureau (i.e. CTT, a Government Bereau).

This can be fact-checked on an ICANN report for IDN ccTLD Fast Track String Evaluation Completion (search for xn--mix082f).

The original file lacks registration policy for .xn--mix082f.

I've added a link to https://www.monic.mo/html/guide/monicguide-ui_e.html, which provides procedures for registrating domains with MONIC.

.xn--mix082f is operated by MONIC, but was not mentioned on their website. I cannot confirm the avaliability registering domains under this TLD, but adding a link to MONIC's policy for registering domains should be informative. I will be sending an email to MONIC for confirmation.

Quoted from MONIC's Definition on Chinese Domain Name

After the domain name registration for the Chinese character approved, the domain name holder/registrant could use a corresponding domain name with the Traditional Chinese character and the Simplified Chinese character. The Chinese Variant Table is available on the MONIC website.

Below is the comparative method on Traditional Chinese character and the Simplified Chinese character:

The Chinese Variant Table is combined by the table of China and the table of Taiwan (referred to pg.545), and is divided into two parts: Simplified Chinese character and Traditional Chinese character. Each part is separated by three columns: “CodePoint”, “Preferred” and “Other”.

An example of Chinese domain name “網絡” to correspond with its Simplified Chinese character, first direct to “CodePoint” in the Chinese Variant Table and search for a row “網” and “絡”, it will then correspond with the specific row “Preferred” as "网" & "络", these are the corresponding Simplified Chinese character for “網絡”. The same method of corresponding Traditional Chinesecharacter mentioned above, could apply to the table of Taiwan.
On the other side, after the domain name “網絡.mo” approved, one could own the domains "网络.mo" and "網絡.mo" at the same time.

网络.mo (in simplified chinese, net.mo) are not listed on the procedures of the registration, hosted on MONIC's website, but registerable. MONIC has a specific policy for getting both a domain ending in "网络.mo" and "網絡.mo" at the same time.

This does not specify if 網絡.澳門 and 网络.澳門 (ending in .xn--mix891f) applies to this policy, but i'd assume this does because they do it for .mo. I will send an email to MONIC for confirmation.

Please note that we do need the _psl DNS records to verify that these domains should be on the PSL.

Update: i've just sent an email to the mentioned contacts above and gave a PSL maintainer's contacts (specifically jothan@jothan.com, this email also CC'd this address).

Now waiting for reply.

Please note that we do need the _psl DNS records to verify that these domains should be on the PSL.
