I think so. There is no official policy document that designates com.by as a reserved second-level domain.
However, com.by is owned and operated by our company and functions as a public second-level domain where subdomains can be registered.
google.com.by is still active and use Google’s nameservers.

We act as the registrar for the domain of.by, but the ownership and ultimate control of the domain belongs to hoster.by.
The .by top-level domain is operated by Belarusian Cloud Technologies LLC.

My understanding is that the PSL project relies on the IANA database (https://www.iana.org/domains/root/db/by.html) as the authoritative source for determining who operates a TLD. In this context, only the ccTLD manager (Belarusian Cloud Technologies LLC) or the administrative contact (The Operational and Analytical Center under the Aegis of the President of the Republic of Belarus) or https://cctld.by are authorized to make changes in the ICANN section. Otherwise, the TLD should be classified under the private section, but it is best to contact the ccTLD operator for confirmation. |

If there are domains for which you allow registration as an SLD, please add your company to the PRIVATE section and add those domains and remove them from the ICANN section. |

Reason for PSL Inclusion
These second-level domains (
net.by,com.by,at.by, andminsk.by) are publicly available registration zones in the .BY country-code TLD, delegated and operated under the Belarusian national domain registry. Each of these SLDs allows independent third-party entities to register subdomains (e.g.,example.net.by,company.com.by,shop.minsk.by), which are functionally equivalent to regular domain registrations.The inclusion of these SLDs in the Public Suffix List is important for maintaining correct origin isolation, cookie domain security, and compatibility with SSL/TLS certificate issuance systems such as Let's Encrypt, Apple, and major browsers.
