This commit upgrades pyOSC to python 3.
I needed to use this library as a part of a python 3 project on the OpenBci chip !
I translated the bare minimum of code from python 2.7 to python 3 using the '2to3' binary.
After that I only had to fix line 1301 (+OSCtrans = bytes.maketrans(b"{,}?", b"(|)."))
