Updated docker-compose.yaml to use env_file for environment variables.

I added more functionality to the !tr. Now returns three messages.
1/ Confirmation with hop count
2/ If h opcount > 0 then Traceroute runs and returns separate DMs for TX and RX
Test by sending !tr to the bot
