This moves the unit tests from a standalone directory
testsintosrc/tests/uciparse. There doesn't seem to be a single standard where tests should live in Python repositories, but this is the standard we're using at Enveritas, and I think it works better than where I had the tests originally. Prototyped in apologies PR #69.
