1.8.2-beta16 - A stab at allowing handling of some encrypted radiosonde telemetry

Add close_on_encrypted option in advanced section to allow continued decoding of RS41-SGM's transmitting encrypted telemetry.
Caveats include:

• No uploading of data to sondehub / payload summary.
• Log files of encrypted sondes currently will not show up in the historical page on the web interface, to try and avoid messing with coverage plots and other stats.
• Encrypted sondes will show up at 0.0,0.0 on the map. Auto-follow will not lock onto them however. Still looking for a clean-ish way to not have these show up on the map.

Really nice. It would be interesting to automatically log the raw packets regardless of global settings
