This PR validates the end-to-end capability of stacker to build erofs OCI images that are compatible with containerd so that you can build and package self-compressed, runnable container images for use cases such as ML models.

The alternative is the much slow tgz path.

please use dlbin see the (ZOT), (REGCLIENT) entries in makefile

use_local_image_pull = false
