Weak lensing: DC2 updates

• Updated catalog so that it includes all unique galaxies in the truth table, not just those with r-band flux greater than 200.
• Switched to using four redshift bins instead of three.
• Implemented a new method of partitioning into contiguous train/val/test sets: first sort files based on RA/DEC flags, then partition them by file order.
• Previously our configs and encoders inherited from the main BLISS configs/encoder. Now they are standalone.
• Reorganized notebooks and configs and updated READMEs.
• Updated plots for the mass mapping manuscript.
