This PR is to add 1.static check 2. run test cases in PR workflow.
For each PR into main branch, the workflow is triggered, static check and all test cases are executed. This is for avoiding regression in any code change.
In the tests, there are some of the issues found, data races, errors in static check and test cases failures, so more commits added to this PR to fix issues.
