Replace scipy with vanilla math implementation

Summary

Hi! This is PR that mainly removes scipy as a dependency. This makes it much easier to carry the package in production reporting environments where either space is limited, or there are complex dependency structures; I deal with this issue a lot.

Also, I removed the lockfile (no reason to commit this in package setting). I added pre-commit and lint targets to the makefile which I assume you meant to do.
