I think this is a fair compromise. We'll have to see how we implement it in trident, but I'm OK with a recommendation in the schema. |

This PR implements a suggestion to revert the strictness of the new character-set for Poseidon_IDs and Group_Names. It down-graded the strict character set to a recommendation, using
SHOULDinstead ofMUST. It also extends this recommendation toIndividual_IDs.
