I dont think so. It´s depends where are you from. Here in Argentina is descargala becouse the accent is in "ga"...so without tilde. |

"Descárgala" should be accentuated since every proparoxytone word is accentuated. You can also Google "Descargala" without accent and see that almost every result is accentuated.
