Fixed up, updated to ROCm 6.4.0, reverted back to runtime 23.08 because resolve seems to be having issues with 24.08 now. |

Update the runtime to 24.08 and the various ROCm repos to their 6.3.3 releases, and support some restructuring that happened since 6.0.2.
This is marked as a draft because there are some small mistakes here and there, the commits should probably be split, and the patches need to be properly redone. It is functional however, I've been running resolve on my RX 9070 without any issues for the past couple of weeks.
