Bump dependencies to support GHC >= 9.4

• Bump dependencies to enable build with GHCs >= 9.4.8
• Update github actions
• Replace text-icu with unicode-transforms package.

There needs to be an update to Github actions. I have included those in this PR but if you prefer, I can do them as part of a different PR as well.
