This repository is the single source of truth for the CNO project, focused on an Oxygen‑first execution on Hedera. It provides a concise entry point plus deep links into canonical documentation, plans, and historical context.

Current Baseline and Phasing

• POC scope (ATS, ERC‑1400): Stand up issuance and restricted transfers with compliance hooks; validate an end‑to‑end flow with minimal surfaces. See 020_Proposals/004_Oxygen_ATS_Revised_Proposal.md.
• Alpha scope: Expand to secondary trading flows, clearing/settlement, and administrative operations with improved UX; module breakdown tracked in proposals (WBS may lag canonical docs).
• ERC‑3643 alignment: Target standard per client vision; gaps and migration paths tracked via crosswalks and the assumptions tracker.
• Nitrogen (candidate track — pending client confirmation): Nitrogen remains in scope and is maintained in canonical docs; activation sequencing will be set after client confirmation. Stakeholders & Hygiene

• Commit style: Conventional Commits (feat:, docs:, fix:).
• Secrets: Do not commit real keys; use placeholders like HEDERA_ACCOUNT_ID and HEDERA_PRIVATE_KEY.
• Provenance: Historical Nitrogen‑first and early conversions live under 900_Archive/ and 001_*/002_* for reference.
