Updated solution and project files to target .NET 9.0. Modified `global.json` to use .NET SDK version `9.0.100-rc.2.24474.11`. Updated various package references to their respective 9.0.0-rc versions. Adjusted `VersionPrefix` and `Description` in specific projects. Removed `global.json` from `Solution Items` in `Infinity.Toolkit.sln`.
