add Painting Tools

Your learn-more URL is giving a 404 error, perhaps because that repo is currently private? Can you fix that please?

'Learn-more' link needs to be fixed. Extension functionality and API usage not checked.

The extension is good but I would like the name changed. Maybe something like Painting Tools? I think something like Drawing Tools is probably a little too general and has potential to be confused with core OBR in general discussion
