the limit of 16 chars for a long queue id is artificially low. using postfix for large volume senders can easily overrun the 16 char limit. removed the 16 char ceiling retaining the 11 char floor

attempted to use pyqmail only to discover that the qid regex check was failing to parse our logs due to 17 character qid. we apparently send a shit ton of mail.
worked around this issue for my installs. thought I would share in case anyone else has hit this
